How to be more involved with the community of Porpoise Point?

The PPHOA is tasked with upholding the covenants of the neighborhood which is designed to protect the neighborhood well-being as well as individual property valuations.  Please consider joining a committee that interests you.

NSIA, North Shores Improvement Association, www.northshoresfl.com, is community focused and features an art program, gardens, facility rentals, and the Vilano Bridge run.

VBMS, Vilano Beach Main Street, www.vilanobeachfl.com, focuses on the main street businesses, area concerns, happenings, tourism, etc.

NBCA, North Beach Citizens Alliance, https://nbcavilano.org, assists residents and neighborhoods to engage the county in finding solutions to local issues such as traffic, over development, short-term rentals, etc.   

 

Water pressure fluctuates or no water at my house, what’s up?

PP water pressure operates 40-60psi, so yes, there can be some fluctuation but generally around 50psi.   We are all on the same water lines, pressure to each meter (HOA responsibility) on your block is the same.  On the house side of the meter (your responsibility) there could be a break in the line, clogged filters, or plumbing issues especially to 2nd/3rd floors. 

What you can do:

1) ASK your neighbor to the left & to the right  (if they are ok, the problem is your house).

2) ONLY ONE or TWO faucets/showers have an issue? you likely have a filter or sediment screen in the shower/faucet head that is the culprit–remove and clean or replace it.

3) ONLY HOT WATER ISSUE (pressure or odor) ?  very likely a failing hot water heater.   Anode rods (for odor control) generally last only 7 years.

4) WHOLE HOUSE ISSUES? Try to bypass your filters/softeners/etc.  House filter cartridges generally need to be replaced every 3-6 months.  These devices reduce pressure by 7-10psi when working normally.  A malfunctioning or clogged device will be twice that. Each!

5) TURN OFF IRRIGATION.  Remember older homes without a well compete with irrigation for water, therefore your pressure may go down when running sprinklers. 

6) CONTACT ALSOP property manager or Water Committee with details (from step1) about your and your neighbors issue.  Remember, a single house issue is generally not a system issue, but then again you may be the first to notice/report it…

 

Water leak fixed, do I still have to pay for all the water?  YES

It is unfortunate that you had a leak. Whether it be pipes, pool, dock, irrigation, storm, accidental damage, or just forgot to turn the water off.  The fact is, if you don’t pay for your water use (accidental or not), you are asking your neighbors to pay it for you.  The HOA even informs you when there is a massive increase in your water use (another reason to make sure your email and contact info is correct).  

The recent storm is a REMINDER to turn off water to your dock when leaving town.  A busted dock line can waste >10,000 gallons of drinking water  EACH DAY into the bay, and yes, you will be charged for it…

 

No Short-term Rentals

No “Short-Term” or “Vacation” Rentals allowed per the 2014 Board Resolution.  Rental contracts 6months or greater are allowed (subject to approval by the HOA).  Please contact the PPHOA Management company for a complete checklist of required information.

 

WELL requirements

Since 2005, the DEP requires water use to be metered and new construction in PP to install an irrigation well (whether you intend to irrigate or not).  Maintaining our water system well1 and well2 permits require this.  It benefits the entire neighborhood by 1) conserving our “treated” drinking water for household use, and 2) for fire hydrant use.   Older homes without a well were grandfathered in, though they seldom qualify for the lowest dues.

The “BASE” HOA assessment is $480/annually

Note: Annual Water use determines the “TOTAL” assessment

STANDARD <600 agpd = $480 HOA        (90% qualify / lowest rate)
HIGH USE   <900 agpd = $480 HOA + $360 water fee    (11 homes)
ULTRA HIGH 900+ agpd = $480 HOA + $1/agpd water fee    (1 home this year!)   

FYI, the “average” PP home use is approx. 250 gpd.

 

Why not read meters and bill monthly?

Monthly meter reading and billing would add about $6/month to every bill. That’s $72/year, every year.   We choose to read meters quarterly and bill annually to keep costs low.

 

What are the watering (irrigation) restrictions?

Basically:
Odd addresses on Wed/Sat    &     Even addresses on Thu/Sun
Less than 30min per zone (and only before 10am or after 4pm)

 

Why do empty lots pay HOA dues when they don’t use water?

BASE HOA Dues are for everyone.  Every lot owner owns a piece of the water plant whether they use water or not. The plant, fire hydrants, and water lines to every lot must be constantly maintained, inspected, repaired, etc. Overhead also includes sign maintenance, insurance, management fees.  Social outings includes beverages and/or appetizers, sometimes live entertainment, Yard of the Month awards, and more at scheduled quarterly social functions.

 

Social Events

We typically hold a happy hour at a neighborhood home or nearby restaurant each quarter.  The annual Christmas Party(s) are always a special event.  Make sure your email is registered with ALSOP so we can keep in touch.

 

New Construction Meter Setup Fee now $1500

Since 2019, new meter setups can only be installed by our approved underground utility.   Note: this is a “discounted” rate.  Unfortunately, every lot is different as meters were not required when this site was developed.  They were required since 2005.  Today a meter setup can easily cost the HOA 2-3x the stated fee.  

 

What’s the story on culvert cleanup?

Culverts are required by the covenants to keep the drainage swales “connected” so water is not restricted at each driveway (or walkway).  They should be maintained, clear of obstruction.

 

Do I have to dig out my swale?

No.  But you should not fill it in either.  You should simply keep it clear of debris or vegetation that might impede movement of water.
